92 Mariner acting as if in gear so wont start

I went to the boat this afternoon and crank the motor up fine. 1992 115hp, I was letting the motor warm up. After warming up I hit the throttle a little an pushed it in gear. At this point I am still tied but i never throttled a lot to even move, so anyway my dock neighbor asked me a question so I shut the motor off. I was thinking all was well, but when I went to start again it was acting like it was in gear and wont start, I am getting power to the soleniod(clicking) but the starter won't start. I just had the starter rebuilt less than a month ago. I even tried to jump the solenoid and nothing. It did this once before when I accidently had it in gear, so I am thinking the "safety" switch is thinking its in gear. Is there anyway to by pass this and try to start? Any help would be good, thanks

If you hear the solenoid clicking then the neutral safety switch is good. Jumping the 2 big wires at the solenoid should have activated the starter is your battery is fully charged and all connections clean and tight. If all that is good, your starter has gone out again.
