92 55hp commercial needle valve, what does it do?

Hi all, I have just rebuilt my carbs on my 1992 55hp Johnson commercial, I don't know what the needlevalve does? Its part 14 on the exploded diagram BRP -- Parts Catalogs just need to know what to set it at prior to start up for the first time after fitting carbs back up? They are the late model carbs.

Anyone? Just need to know where to set them first up and is that the idle mixture screw?

It should be the idle mix adjust, start at 1-1/2 turns out from LIGHTLY seated
