91 200 yamaha outboard flywheel cannot be turned manuelly

Motor wont't start and flywheel cannot be turned manuellty does that mean the motor is locked up or could there be something else causing it?

RRG,<br /><br />Try this.<br /><br />Remove the spark plugs, then try it.<br /><br />Next, remove the lower unit and try it. If neither of those two work, your powerhead is locked up, for some reason.
