90's tohats 3.5 wont start arrrggghhhh

friend drops off a tohatsu 3.5 its a 3.5b.
compression 60 pounds (seems low)
i have spark (jumps only about 3/16 inch)
i have fuel as the plugs are wet.
installed a drill on the fw to spin the motor. doesnt matter if its wot or choked slow . i cannot get the motor to fire. i even squirted some starting fluid to see if it would at least pop. nothing at all. i get a periodic burp out the exhaust. new gas, i get good flow at the carb. carb is clean. plug new.

even though it has low compression it should fire? albeit it will rough. i sprayed fuel in the carb too, nothing at all.

im thinking its gotta be the lower oil crank case seal? im out of options.

If you have spark, but a wet plug, you are probably flooded. Adding ether and/or gas to the intake will make it worse. Try a fresh plug, WOT, and no choke, until the extra fuel is out of the crankcase.
