90's Evinrude 28 SPL help

After struggling with a '75 chrysler 45 for a year someone took pitty on me and gave me this great little engine. Runs fantastic, idles great, but when you have it at WOT it just doesn't seem to ever get the RPM's it needs to really take off. It doesn't cut out or sputter just seems to not get to a very high RPM. I expect at WOT the RPM's are around 3K-3500. The boat shouldn't be that heavy it's a 16'ft Galaxy tri-hull. I know i'm not going to break any land speed records cause the engine is small BUT i feel like it should at least get up on plane. doest anyone know what the max RPM's at WOT should be, what the compression should read? What about the prop, any thoughts?

Hmm, It seems like you may be a little under powered. If your boat has even a modest interior, I would suspect the weight to be to great for that small of an engine to plane easily. May help to add a hydro fin.
