90's 8 hp marinier spits gas , won't idle

I have a late 90's vintage 8 hp Mariner that is hard starting, and once started, won't idle without the choke out. It also spits gas out the little hole on the side of the primer pump when you pull the primer knob. The motor will accelerate (no load) if bypass teh tiller and rotate the throttle control attached to the carb ( left side of carb.) My guess is I have a obstruction/clog on the low speed idle? Is this gas spitting normal?
Do I need to rebuild the whole carb or can I just remove it and soak it in carb cleaner? Any other troubleshooting I should try?
Any advice greatly appreciated.

Disassemble to clean thoroughly.
Before dissassembly, screw idle jet in till lightly seated, count and REMEMBER the turns so that you can put it back when you are done.

Carb rebuild kit is always a good idea.
