90HP Yam '94 TLRS Stalling at Low RPMs

When starting up cold engine, it stalls unless throttle is increased in neutral.
Just started this behavior. The bottom plug is wet with fuel/oil. What does this indicate?

If compression and spark are ok it?s most likely either the fuel pump diaphragm is torn or something is keeping the bottom carb float from closing. Maybe some trash between the needle and seat. Take a look at that stuff and if all is well then will go deeper.
