90hp tower of power wont shift

I picked up a 86' 90hp TOP for free a few months ago. Good compression in all cylinders. I just now started looking at her. She turns over well, but won't shift. It appears that the horizontal shifting lever is being stopped by the vertical part of the shifter, which appears to have slid up that shaft.

This probably makes no sense at all. It's my first outboard, my apologies. I can try and post pictures tomorrow. If you by chance do know what I'm talking about, please advise on what can be done to correct this!

I do not understand your post. The shift cable moves a shift slide front to back to turn a vertical shift shaft CW for forward and CCW for reverse (from neutral). The upper shift shaft mates with the lower shift shaft where the gearcase bolts on. Sometimes the gearcase can be installed wrong and you will only have forward or reverse.
