90hp no fuel charge from top right cyl.

Trying to get budz old boat goin for his boys to use.
Its a 1980ish 90hp evi ..boat has sat for 3yrs now .
Time to get it wet. & let his sons have sum fun .
Pulled all 4 plugs & spun eng. Over .
Looked like no fuel charge mist out of upper rs cyl.?
Any ideas? I have no serv manual up here @ cottage .
I hate seeing boat just sittin there & his boyz on their phones textin away.

Checking all of the fuel lines, pump, filter, carbs, and tank would probably be high on the priority list... Make sure to use NEW gas from a clean tank.
