90 Yamaha 2 stroke overheat

Got the overheat alarm on a 2005 90 Yamaha 2 stroke, took off the water jacket for a corrosion cleaning of the water passages and of course managed to break 1 of the 18 bolts…not quite at the very bottom but not giving me a good drill angle at the moment

Have tried vice grips with penetrating oil/ propane heat/light hammer tapping with no success…

Am I correct in assuming I can’t just let this ride and just hope the other 17 bolts are enough to keep the integrity of the new gaskets ?

Tried to attach photos but might be an issue…

Any advice greatly appreciated

if you cannot get it out , you can always try putting it back together and hope it seals up OK.
might use a little gasket sealer also

Thank you for the replies, yes water pump/thermostat/water passages/gaskets all on the to do list..but this broken bolt has me distracted at the moment :)
