90 yamaha 150 prov

i bought a boat from my brother and it has a 150 prov on it, the boat has a hard time getting on plane and once it does it only runs at about 4400 rpm.
before i bought it from my brother it was worse, it wouldnt even get on plane, so he adjusted the carbs and cleaned them but its still not running right. any suggestions would be appreciated, dont really have the money to take it to a marina.

can anyone tell me how to adjust the carbs properly, my brother messed with them but i dont think he knew what he was doing.

could it possibly be the prop it seems to be an after market prop but theres no markings on it, how do i know what size it is and what size i need
