90-TLR Water Spray from Poly Tube

I have a new, 2008 Yamaha 90-TLR. There's a poly tube with an open ended barb fitting in the center of the inboard transom mounting bolts. This is constantly spewing water inside the boat while the motor is running. What is it for and do I have to pipe it overboard, or can I plug it?

sounds like the speedometer tube, if not used plug it
