90 HP V4 not running well.
I have a 17 foot Aquasport with a 90 HP Evinrude V4 (I think it's an 84 model engine). It ran fine all last summer, however recently when I took it out it would start and immediately die, then when I could keep it running, it would die when put in gear. When I was really lucky it would go into gear and idle, but then die if I tried to bring it up to speed. At the dock, it would run great if the engine were tilted up a little bit (I can't remember if the exhaust ports were out of the water at this point). I have heard everything from water in the fuel to rebuild the carbs, and I'm just wondering what the likely culprits are with problems like this. It did sit for 6 months without being used, so I'd like to think it's bad fuel or something, but I just want to make sure I have all my bases covered before diving in.

I did notice that the fuel ball doesn't go completely hard like it does on my smaller outboards, could the engine just be flooding from excessive fuel?

Thanks for any help.
