I tried starting up our 90 HP Mariner, (1995 I believe, serial # 0G270969). Engine started, but cooling system wasn't working (no water coming out the exit hole). Checked for blockages, but there weren't any. Looks like I need a new water pump/impeller. Don't know if it matters, but the engine hasn't been run in two years, previous to me testing it with the boot on.
