90 hp Impeller Housing Bolt Torque

The OEM and The Claymmor manuals say to torque down the 4 impeller houseing bolts to 60-84 ft pounds. Is this right? Seems rather excessive, since the housing is made of plastic with little brass inserts where the bolts go. I'm afraid to break the bolts or strip the case. Please help.
