90 hp force won't run wide open.

I had the crank seals all replaced. The carbs cleaned and adjusted. Tested compression within spec. Did leak down and had bubbles coming from the reed valves. Ive been told it could be a vacuum leak. I have sprayed carb cleaner around he intake manifold and never changed ideling. On the lake when you go WOT it Boggs down. When I cover up each carb the top doesn't change the speed much. Then when I cover up the middle carb it takes off and goes faster. Cover the bottom arb then it stalls the motor. Anything would be helpful. I'm at a lose with this motor.
