This is a Yamaha and Suzuki forum. Specify what make and model so others can help sooner. You should find a manual release screw to let the motor down, but don't unscrew it more than a turn or two for fear of backing it all the way out.
Does the trim/tilt motor run when trying to lower the motor? IF not, question the relay.
Another thing you should do it get a manual. Search iboats for one.
