90 Hp 2 stroke Reverse lock not working

I have a 1981 90 Hp 2 stroke and when i put motor in reverse the motor rises out of the water. can some one tell me whats going on?

I will assume that motor is manual tilt. Look for a tilt lock rod from the gearcase to the tilt pin in the transom bracket. That tilt lock rod should ride up on a cam, and pivot to lock the motor down, via a hook on the tilt lock rod. There is a spring and an adjustment.
