9.9 won't start

I have a 9.9 yamaha that wont start.It ran fine the last time I used it about 2 months ago. When I try to start it does nothing . I am getting fuel to the carb. but the plugs seem dry, It has an auto choke ,by the way it is a 4 cycle.Is there something that I might check. I don't think it is anything major since it was running fine.I bought it used and I beleive it is around a 2004 model

Can't be a 2004 model. They haven't auto-choke. The older F9,9 have auto-choke.
Is it a F9,9A or a B model ?

yes the lanyard is connected but I plan on getting a meter and checking the lanyard switch.

Yours might have an acelerator pump. Pump the throttle a few times before starting. That'll shoot a bit of gas into it. Give it no throttle while starting. It has to be all the way slow or the auto choke will be disabled.

The year is 1998 9.9 4 stroke manual start. I put fresh gas in tank and flush lines and drained the carb, still won't start. Is there some thing I can check electrical.

I don't belive it is getting spark. I noticed on the front of the motor right hand side there is a metal box like that the throttle works thru and the gear shift . I does not allow the throtttle to advance in netural . There is a plastic shaft with a plastic cam on top that has broken or came loose . I don't have a manual so i don't know how it should work maybe there is a yamaha mech out there who can help me or show a parts break down of the unit.
