9.9 Mercury Stuck "priming valve"

I have a 9.9 Merc. Outboard, the kind that primes the motor rather than really choking it. there seems to be a mechanical stoppage in that when I pull the knob out, the plastic lever cant depress the little blue fuel primer (on the right hand side as I look at the engine from "pull position"). I am tempted to take off the 4 screws that hold down the plate surrounding this button and see if there is some blockage that keeps it from depressing.What am I likely to see under there ? is there any history of ongoing problems with these priming systems ? any advice would be appreciated...<br /><br />John T

John, chances are you will be pulling off the carb....to acess the 7/16" brass plug under the blue primer...that has the output check ball and spring under it....it is this check valve or the primer outlet on the carb flange that is plugged......
