9.9 merc running rough

i have a 2003 9.9 merc 4 stroke and to start i have to full choke and keep pumping the bubble (on motor not one in the line) to keep it running . After it warms up it still doesnt run very well at low idle

any suggestions

I'm thinking that its an obvious fuel issue check the line for m the tank to the motor for cracks and such.That part seems to be fine from your description ,it would the fuel pump and the carb both will likely need a clean/rebuild.
