9.9 hp 4 stoke tiller starting problems

hi all,
just joined new to this forum,
we have a 2008 tohatsu 9.9 hp 4 stoke tiller outboard engine,
we started to have problems 3 weeks ago, we got out on to the local reservoir but the engine would just not fire,
2 weeks ago same thing but my mate fiddled with the fuel fillter and it started,last weekend it would not start,
has this happened to anyone and any ideas as to what the problem could be.

Clean the carb and entire fuel system, replace the gas with new.

What is your exact model/serial? Year is unimportant for servicing. The 9.9 was discontinued in favor of the 9.8 around that time. Completely different motors. What do the plugs look like? Does choking make any difference? How fresh is the fuel? Do you run the carb out at the end of each and every day?
