9.9 fourstroke lack of WOT

Have a 2 week old 2006 9.9 4stroke that ran fine the first two times out.Now it will idle fine but it will not run at any higher RPM.When it is cold it will start and idle fine and will raise the RPMs slightly before it starts to sputter and die down to a poor idle.When the key switch is pushed,it will raise the RPM as if it being raised with the throttle.That leads me to thing there is nothing wrong with the carb,as it will run fine with the choke ingaged.The last thing that occured is there was an alarm sounding from under the console.A steady tone.I checked both the oil and the water pump and both appear to be fine,as the oil is full and the water pisser is a good steady stream.
Any Ideas.
