9.9 evinrude loss of power

I have an evinrude 9.9 I think it is a 67 model. Here's my question I've ran it in a barrel with the motor cover off but as soon as I put the cover on it seems to loose power or the higher rpms. I did'nt know if this was normal it seems to have some type of vents by the choke to let air pass through. Should it have more air passing through so it will run better? I thought about some how making some more air vents so it could breath more air but I wanted to get some more opinions on it before I did that.

Sounds like you may have an exhaust leak. If the exhaust gasket is leaking exhaust into the inside of the cowling area, your motor is sucking exhaust fumes and loosing power...
