9.8 troubles!

Any help at all would be appreciated.
I have a Nissan 9.8 hp motor that just does not want to idle.
Bear with my lack of motor knowledge but it's elec. start.
I rebuilt the carb last year and it ran better but not great. Lately it would not stay running so I took the carb apart and cleaned it and re-installed it. it did not help. I've replaced all the fuel, fuel line/bulb, new fuel filter and still when I can finally get it to turn over and running, I have to keep it almost at high idle and goosing the throttle to keep it running at all.
The bulb stays primed and the clear fuel filter seems to stay "loaded"
I replaced both spark plugs.
Anybody have any thoughts, I get the feeling it's something minor that i'm missing and I'm not a motor guy.

nine out of ten times its the carb, simply taking it apart and washing the parts does not always work, the casting has some very small passages that easily get gunked up, I have had some sucess at taking a strand of copper wire and clearing the passage, and sometimes not..look in the throat of the carb and you will probably see the small holes...

Thanks, I'll give it another shot and try to get into those passages.
