9.8 Tohatsu (wont fire up)

Has spark, good gas, cleaned carbs, bought new fuel filter, when I have it set to full throttle it sounds like it wants to go but cant. this is the second time this has happened. I cleaned the carbs before and it worked fine. the problem occurred this time while being in Very shallow water, bogged out and wouldn't start back up.

Any help is appreciated.

When you have it set at full throttle, is this at neutral, geared, using muffs, barrell or at water ? Engine starts but doesn't rev up properly and dies ? How old is that 2-4 strokes engine ? Did you had an engine overheat while running at shallow water ?
