9.8 Tohatsu to 15 - Whats the truth?

Is there any thruth to the rumor that a 9.8 Tohatsu can be converted to a 15 by changing the carb?

No. The 9.8 uses a different block than the 15 (check the specs on both motors and you'll see they are different). The 9.8 uses the same block as the 8hp (which is why they call it a 9.8 instead of a 9.9).

Now the old 9.9 and the 15 (2stroke) were the same block and all it needed was a different throttle cam to change it.

Check your manual. If the bore and stroke are identical. then the engine displacement is the same. IF that is the case, then the engine can usually be modified with 15HP parts to convert it. Evinrude/Johnson, amongst others, is famous for restricting down their 15HPs to 9.9 with smaller carbs and different reed stops.
