Yes and no. The Neutral switch gets depressed to maximum in neutral. On newer models, there is a clip, called an actuator, which assists it in operating. Regardless, the switch is not designed to be adjusted, but you may have gotten the mount for the switch moved out of whack (in which case, you may be able to bend it back into position).
There are 2 other possibilities:
1- Your switch may have unscrewed slightly (worth confirming that the nylon nut is snugged all the way down).
2. The linkage may be a little out of adjustment. The shift detent is located in the lower cowl. If everything is snugged down properly, the detent should "click in" and make the high point of the shift rod lever engage the neutral switch when the detent is completely in N. If that all seems right, and you have an older 9.8A3, you may want to add the actuator.
If none of that seems to apply or help, you will need a new switch.
