9.8 Merc outputing scalding hot water

This 9.8 has been a loyal engine. I had someone tune it up and went backwards from there. The engine fires, has water flowing, but the water gets very hot, scalding hot....thoughts?

Can you post more history ?-----How often is the impeller replaced ?---Has it ever had severe overheating before ?----Salt water operation ?

Thank you. Freshwater. I had the impeller replaced and the carb cleaned and adjusted, last summer. After this repair I took it on the water, I noticed the water was outputting very slowly and warm temp. Later called the "repairman" and was assured it wasn't the impeller as he just put a new one in, regardless, I replaced the impeller myself (first time). Tested in a bucket, appeared to output much more water, temp was warm; I could only idle. Unit went into storage after that.

On the water this week. Water is outputting a good amount, but it immediately goes from warm to hot to scalding.

The repairman denies any wrong doing and advised me to rid myself of the engine..... Which I use as a kicker on Lake Michigan.

And to make matters worse. I just took another look at it in the driveway and noticed there is fuel leaking from the carb....geeesch.
