9.5 Motor doesn't start after turning off

My 9.5 evenrude does not start once it has been shut down. It starts fine the first time and runs good. After shutting it down it will not start back up again. This has happen many times. Can't figure out what wrong

Does spark jump a gap of at least 1/4"when it won't start ?----If not pull the flywheel.----Coils might be old and cracked.

A few questions for you -
Have the points been cleaned and properly gapped?
Has the carb been completely cleaned and gone through?
Has a "decarb" routine been done?
When was the motor really serviced?

The 9 1/2 HP are great little motors but they do require some maintenance.
