9.5 idle

My 1964 9.5 evinrude only runs at idle if its half choked, when pushed all way in it stalls.rebuilt carb,new points,new fuel pump &<br />spark plugs any idea's ,only ran in a garbage can<br />but it seems to run better at high speeds

You may be pulling air in around the low and high speed jets.<br /><br />Did ytou replace the packing when you rebuilt the carb?<br /><br />Typically, your symptoms tend to be a carb. rich condition.

i did't get ant instruction with the rebuild kit,but i tried to replace the packing washers and plastic ones,you think it is a rich condition ,i was thinking a lean one.
