89 yamaha jet tiller handle 40hp, throttle problems

Where to start... I can pull the engine cap off and tighten the small rod that the throttle cable connects to, but a couple miles later Its barely going again... I bought this boat right before summer and I watched the guy put a new throttle cable on it so I'm not sure what's going on

Post a pic of what you are moving.
If it keeps moving out of adjustment then I would say there is a missing lock nut or something
