'89 Yamaha 200 top end cutout

I have a friend that just bought a boat that has this engine. They took it out on the lake yesterday and encountered some problems. It seems to go lean when at speed. If you pump up the bulb, it straightens out momentarily. There are no Yamaha dealers in this area so I'm trying to help them out. My guess is it can be anything from a bad fuel pump, sucking air through one of the lines, to carb problems. If anyone has experienced this, please let me know the cause and the cure. That engine has two fuel pumps. If one fails the second won't handle enough fuel for high speed running. Might first rebuild he pumps. Also, the filter on the side of the engine has a O ring sealing the bowl to the housing. These love to get lost when cleaning the filter. Be sure its there.
