89 Suzuki pu55 won’t open up

I purchased a 89 pu55 and the first thing I did was pull the carbs and clean them and also replaced the water pump.
Took it out on the water and it wouldn’t open up, it runs and idles perfectly, just couldn’t get it up on plain.
I did a compression test and got 125 psi on top and bottom cylinder while only getting 110 psi on the middle cylinder.
I’ve been told that it should still operate on these compressions?
All three spark plugs are firing.
Any suggestions would greatly be appreciated.

if they all have good spark at the proper timing, then you are left with the fuel to air ratio.
Too little or too much fuel can keep a cylinder from burning properly with a load on
