89' Merc 140HP mercarb pouring fuel down venturi's

A person at the launch ramp had some issues with his boat not starting & when it did, it ran rough. The screws on the top lid of the carb were a tad loose, but tightening did no good. The venturi's kept pouring fuel even when done cranking.

What part of the carb needs rebuilt at this point? I though the top lid gasket may have gone bad from not being tight, or possibly the float is logged letting it overflow. Any idea?

There are tiny vents on the jets that can get plugged and when they do it will allow gas to siphon down the carb.
ANY carb overhaul needs to be a complete overhaul.

Be sure to use new gaskets, needle and seats when doing it.

And soak in carb bucket, and use compressed air. Otherwise no guarantee you got all.
