One or more more of these carbs are running very rich. Is there a mixture adjustment that I can tweak and check? The diagram doesnt seem to show it.

How did you determine that they are " rich " on fuel mixture ?----Any other trouble shooting done , like a compression test ?

Compression tests were fine. I don't know if I have adjustable ones or not but I'never seen a carb that had no adjustment.
The way I can tell is how strong the gas smell is at idle. In no wake zones, I have to idle up some to keep everyone from getting sick and when I back up it's unbearable. I've been shadtree fixing 2 strokes for 40 years and it screams "too rich". This is my first outboard so I'm looking for some guidance.

Not all carbs are adjustable. I would look at a bad needle and seat or the primer is leaking or the lever is in the manual position. Or you have s cylinder not working. What is good compression.

So I decided to just take a look into these carbs. With only 1 piece of linkage to remove and 2 nuts I decided to remove them (yes I know they are all different). What I found upon getting down to the bottom unit was a hose not hooked up and a nipple with no hose (tube). Pics attached. The obvious thing to me (especially since I have a gut feeling about it being this bottom carb) is to hook the tube to the nipple. The ID of the tube isnt going to let me do that.
Thoughts??

I would say you were running with one empty carburetor.----And there is a wee hose from the airbox / silencer to the intake manifold and that hose appears to be missing.

So the hose that comes off the primer is the one that's too small to fit that nipple. You are saying that the nipple in the pic goes to the airbox somewhere? Where should the primer go/end up? It seems to go to all 3 carbs then just hangs there unplugged from anything after a T.

Small hoses that come off the primer go to the top of each carburetor.---One of those wee hoses splits at a tee.-----One hose 4" long or so goes from bottom of air box to that nipple at the bottom of the manifold.

After looking at the diagram, this is an early build carb with no adjustments it seems.

I found what appears to be the spot the hose would go to the manifold but on the box side it doesnt look like what I would expect for a host to attach to. Meaning, it's just a round peg that has a hole down the center but nothing (like a nipple) to hold the hose on. I will get a piece of hose to see if I can make that work.

So I was incorrect. The last tiny one that I thought didn't go into anything actually is the one that goes tot he top carb. Here's what I expect you are referring to racerone on the back of the airbox, at the very bottom where my finger is...?

OK last question on this topic then...is this a vacuum hose or can I just get some tube that's 1/4" ID and ziptie it on both ends?

Correct , a wee hose from the that fitting goes to the nipple at the bottom of the intake manifold.
