89 Johnson 70 Tilt/trim wont go down - stuck up

My 89 J70TLCEM worked fine ever since I got it a year ago. Last night I docked and raised the motor all the way up. Got on today and everything works electrically except the trim. It does nothing, no noise etc.
Tried checking the main fuse and all electrical components and even had my wife hit the switch down while I bounced the motor up and down a bit to see if there was some safety switch or something that would interrupt the circuit but no difference. All lights, radio, depth finder, and even the motor will turn over.
Is there any kind of safety switch or sensor that could be stopping this function?
Any other ideas?

Trace the wires of the PTT motor back to the plastic relay junction box.... switch the relays. If the problem is now reversed, you have a failed relay.

I know where the relays are and have a spare (I had an issue previously that I thought was the relay but it was a poor ground connection) but it wont go up or down at all. I'd be surprised if both relays went out at the same time but I will give it a try anyway 'cause stranger things have happened!

I just assumed that you meant that the unit went up but wouldn't go down... wasn't insinuating both relays were bad.

Check that you have 12v at the PTT switch red wire... then at the green and blue wire when engaged. If all is good there, check for voltage at the Relay box when the PTT switch is engaged.

Found that a wire on the back side of the terminal block where the relays plugged into has an issue with one of the wires. Was able to get it in place for now until I can get it out of the water to make the actual fix. Thanks for the input.
