I recently purchased an '89 Stratos with an '89 Evinrude 60HP. I have cleaned and rebuilt the carbs. Added new non-ethenal gas with a bottle of sea foam. It starts and runs but around 3000 rpm it with sputter and drop rpm. The gas bulb will not stay hard. The boat had been sitting for 2 years. Any advice would be greatly appreciated.
