89, 60 hp Mariner not charging.

I purchased this unit around a month ago, finally got it back from the shop and it will not charge. Ive put right at $1000 into several other issues it had and cant afford to take it back in. I'm pretty mechanically inclined but have never messed with outboards. This is my first Merc. I've owned and also the oldest motor I've owned. I just installed a new stator and still no charge. I'm wondering if the wires on the rectifier are correct? This was evidently an issue for the previous owner as well because the nuts are very marred from removal.

Few dumb questions have you put a dc volt meter on it? Have you tested the battery to know if it will take a charge?

New battery, charges fine and holds charge on the charger. Volt meter test shows it no charge, tested with motor running and battery leads disconnected momentarily.
