`89 40 hp , 4cyl exh cover gasket replacement

I have water leaking from the bottom of the exh cover on this motor, I tried to tighten up the bolts but it didn`t help, does the powerhead have to be removed to get all the bolts out or is there enough clearance? I also have a small leak on bottom of cylinder block cover, no visable tears were seen on gasket when I took it off , both bottom bolts were pretty rusted where the top ones were clean. hopefully the were just loose.
Another question is the top carb float bowl leaks, tried new gasket- still leaked. seems like gasket is squishing out. no matter how loose or tight I get it, any suggestions?

Powerhead doesn`t have to be removed, unbolt shift linkage, unbolt throttle control arm an remove bracket that's screwed into bellypan. got it off. New gaskets on there way.
