88 omc 5.7 no power under load

23 foot runs great with no load but in the water it won't go over 2600 rpm. Wot and nothing. Brand new carb and working as it should and filters. I've seen posts about this but no answers. Timing and all else seems good. Compression and nothing I do changes it. New out drive and replacement cable. Please need some ides

Do you know the drive ratio for certain? What pitch prop is on it?

None of that has changed. Boat only goes about 10 mph. Not fast enough to even pull the nose up. Just puts at 10
