88 johnson 70 dies when in gear

Im having trouble with this motor on the water in driveway its fine.Irebuilt carbs set floats level as reccomended changed all fuel lines new plugs.When i shift it into forward it sputters for 3 seconds then stalls in neutral it will start back up .HELP pulling my hair on this one

you idle needs to be set in the water and in gear. 650-750 rpms. it works in the driveway, because there is not any backpressure on the exhaust, as there is in the water. set it about 1000 in drive way, then fine tune in the water in gear.

i tried that already no success any other suggestions should i buy a spark tester seems when in water in neutral everything firing ok?
