88 Evinrude 70 hp

On the starboard side of my motor is a round device(think it is the primer solenoid)with a red adjustment handle.<br />What does this red lever do and what is the correct position?

The red lever is for manually choking the motor while pull starting. The lever should point toward the carbs normally.
