88 bayliner capri with 2.3 cobra.. timing

ok i got a 2.3 i cant get to time right.. i think. motor runs out of water but not good. when i put it in the water and try to give it rpms it just bogs. no gain at all.. is this due to timing or something else? thanks guys

Have you given it a complete tuneup? Spark plugs, point, rotor, cap, fuel filter...

You use a dwell meter to set dwell? You are using a timing light right?
