88 Bayliner 1700 capri fuse locations

Hello, I just bought this boat and the switches for the bilge motor, nav/anchor lights, and horn do not work. Also my tach and volt meter dont work either, all other gauges work(fuel and speedo). I'm sure the first issue is fuse related but I have no idea what fuses to check or replace without a diagram.

The fuse block is under the dash, starboard side. They are all 10 amp fuses.

How do you access the fuse box under the dash? Does the dash need to be removed?
