87' John 110 lower unit w/pitot

I just replaced my lower unit that did not have a pitot for the speedo with one that does. I have the ears on and when I start the engine waters streams from the pitot.

1) Is this normal?
2) Does it need to be pluged?

Yes normal and no not plugged. The speedo's use water pressure from the pitot to measure speed.
