87 Force 50 Idle problem

It doesn't like to idle (difficult to start cause it won't idle) but if I jam the throttle it will accelerate and run well at high speeds. Going into idle it stalls. I suspect carb or exhaust. It idles better in the driveway than in the water (back pressure on the exhaust)?. Also, while I was messing with it I removed the bowl. It was full of gas. i drained the gas and put it back on and the engine starts right up (better than usual) but then immediately gives issues again. How much gas should be in the bowl? A lot, a little. half, quarter, none?

The amount of fuel depends on the float.Try to set the air screw.it's the top screw on the front of the carb.Turn it in until it just stops and turn back out 1 full turn. Then turn it in or out till it runs good and turn out 1/4 to 1/2 more .
Check for water in the gas.Jerry

that is what ive been doing. also - i pulled the plugs and they are black and oily. is this normal?
