87 Force 125 Tilt & Trim problems

I just bought my first boat and it is not looking good. The second time out the trim an tilt quit working.After i got the boat out of the water i noticed 2 of the 5 bolts that hold the trim cylinder together were snapped off. I found 5 replacements and tightened back down being careful to keep same distance all the way around between cylinder and torqued to 12lbs. Pump however was not low on fluid. Now the pump will only raise the trim cylinder about an inch. The tilt won't move. I can raise on the engine with my hand and help it up but it won't go on its own power. It would leak down before this happened. I cycled it 5 times full travel to get any air out. I then blocked lower tilt cylinder line from pump to check leak down and it went down. then I blocked the lower trim cylinder line and the pump pushed the engine all the way up fine and held it. Is my pump bad or my tilt cylinder? What made the bolts break on trim cylinder? Can I rebuild tilt cylinder I am fairly mechanical.

Boat is a 1987 VIP with force 125 engine not L drive. Can I take the five bolts back out of trim cylinder and pull head off and check for damage or will springs and stuff come flying out?

I have never done it, but the seloc manual describes the proceedure for taking the trim cylinder apart.
