'86 OMC Tilt Problem

I know there are a lot of problems with the outdrive lift on these OMC units but this one is really driving me crazy. Of course it goes down fine but will not go up or will go only very slow. I can remove the gear on the outdrive and lift it up and down without any binding. I removed the bearings and cleaned and greased anyway. The lift motor and battery are new and spins up fine by itself or with the outdrive disconnected and everything else in place. The hammer unit works perfect and I have even bypassed the solinoids and activated the motor directly, same problem. With the lift motor out I can not turn the shaft with a screw driver clockwise, up, no matter how hard I try but as soon as I remove the gear from the outdrive it turns with no resistance. What the heck am I missing here? The clutch unit has never been contaminated and looks fine. The worm gear and and bronze gears look perfect. The clutch unit is just for slipping if the outdrive hits something, right? With the worm gear out I can lift the outdrive without a problem by hand.
I just got this boat a few months ago and it was intermittent at first but got worse the second time out. When I took out the old motor it looked like someone had replaced it just before I got the boat so I assume it had this problem before I got it. ANY ideas would help.

Did you check the solenoid? and the brushes! Also, check the connector for corrosion. It may have never been removed.

There are several small plastic washers in the drive between the motor and the worm gear. They are ALL needed for smooth operation. Also how good is the motor?

I never saw any plastic bushings. I would think one should be on each side of the hole the shaft goes through but were would any other be? I have not seen any in the manual or for sale but that could explain the binding when under a load. I will dig a little deeper into that, I'm sure I can find something if that is were they should be .....Thanks

No problem with power to the motor and the motor is brand new. I have been testing with all the solinoids by passed. Thanks
