86 johnson 200 tilt tube / tilt tube bushing question.

My Johnson 200 is very sloppy. i can move it around by hand quite a bit. I noticed the plastic tilt tube bushings have come out and are now hanging loosely in the middle of the tilt tube. Would not having these bushings in place make the whole motor move loosely on the tilt tube? Would this also make my steering very stiff when going faster than about 10mph?

Get the bushings replaced first and at the same time clean out the tilt tube. You probably have corrosion in it causing the hard steering. And yes, it will make the mtr slop around.
